Chester Community Improvement Project (CCIP) Services

Did you know that since 1978, CCIP has worked tirelessly to increase the availability of safe, quality, and affordable homes in the City of Chester? In addition, they have informed thousands of families and assisted hundreds of low- and moderate-income first-time homebuyers in successfully purchasing homes in both Chester and Delaware County.


To learn more about and benefit from CCIP's diverse programs and services, please complete an application (instructions below) and secure an appointment:

Affordable Homes: This initiative rehabilitates vacant properties to stabilize neighborhoods and construct new homes, thereby offering more housing choices and fostering community development. These homes are available for purchase by low- and moderate-income first-time homebuyers.

Delaware County Homeownership First and Revitalization Programs: These programs provide down payment and closing cost assistance to low- and moderate-income first-time homebuyers looking to purchase a home in Delaware County.

Pre-Closing Counseling: This service offers pre-settlement counseling for individuals considering home purchases, refinances, or home improvement loans, ensuring they secure fair and equitable deals before closing on their loans.

Credit & Budget Counseling: This counseling service assists individuals in regaining control of their finances by developing debt reduction and savings plans. It also offers support to prevent families from defaulting on their mortgages and facing foreclosure.

To schedule an appointment, you MUST complete one of the following applications to secure a slot. Paper applications can be obtained at the Crozer Library Customer Service desk or in the "Attachments" section below this posting.

For the Chester Homebuyers Assistance Program (HAP):

Kindly mail or drop off the items listed on the checklist, along with your completed application, to CCIP's office at the following address: 23 East 5th Street, 2nd Floor, Chester, PA 19013. Office hours are Monday through Friday, from 9:00 AM to 3:30 PM.

For the Delaware County Homeownership First and Revitalization Program:
